Nearly half of all scooters checked were found to be in violation of new rules.
Rome’s traffic police have recorded more than 400 violations in just over a week of enforcing new regulations for electric scooter users, out of more than 1,000 vehicles stopped across the city.
The checks, which began on 16 May, follow the introduction of rules requiring all e-scooter riders to wear a helmet and display an identification plate – a small registration-style tag making the vehicle recognisable and traceable.
Violations
The most common violation was failure to wear a helmet, while a significant number of riders were also fined for not displaying the new identification plate. Officers also issued penalties for carrying passengers, riding on pavements and parking irregularly.
The highest concentration of plate-related violations was recorded in the historic centre, Aurelio and Marconi districts, with checks also carried out in university areas and suburbs.
New rules
The new requirements for helmets and identification plates build on road safety measures introduced in December 2024.
A further obligation is due to come into force on 16 July when e-scooter users will also be required to hold insurance cover.

Polizia Roma Capitale has stated that checks will continue in the coming days, with particular attention to the busiest areas of the city and the zones where the highest rates of non-compliance have been recorded.
Municipal officers have also been providing information and guidance to riders on the new rules and the risks associated with improper use of scooters, with the aim of improving road safety for both riders and pedestrians.
